Sounds like you are using B Mode, try "A" mode, then the difference in the water depth refill is only the height of the float. The other float then goes into you storage container so if its empty the unit won't start. If you don't want to put it in the container, then just disconnect it.
What kind of test kit are you using and how old is it. 600 is impossible to obtain without signifcant dosing (either 2 part, Kalwasser, or Calcium reactor.
Take a sample to your LFS and let them check it.
For CA testing, Salifert or API are pretty good (with Salifert being the most accurate)
A fresh batch of Reef Crystals made up to 1.026 will be at about 1260-1320 worth of MG. You can still use IO salt, just at 6 oz of MG suppliment for every 25 gallons made and it should get you close.
I would suspect your test kit, 640 is almost off the scale on the low side, even IO salt has more than that.

It can take a ton of MG to intially raise it (at time almost a gallon if below 900), but once its up there, then it can take as little as 20 oz a month to keep it there.

I use a Gen-X PCX-40 (MAK4), it is very inexpensive and uses little power. It is not the quiestest pump, but you don't here is when its in the basement.

Keep in mind that smaller tanks cool much faster than large tanks. With a 90 gallon tank and a 30 gallon sump, I need 600 watts of heaters to keep them at temp, where a 180 could probably have no problem at all with 600 watts. So here is a case of the 3-5 watt rule doesn't help.
