Make sure that when you FW dip them, you make it the same temperature and the same PH. Otherwise, you're risking killing the fish.
It depends on the species. I've never FW dipped a cowfish, but some angels can be dipped up to almost 40 minutes or so (have done so myself).
You have to kind of play it by ear and watch the fish for signs of stress/trauma.
Every hydrometer I've had or used (probably around 20 of them or so) have been roughly 3-6 points off in SG. Always reading less than the refractometer read as well.
I have a buddy who lost a 55G tank due to a smashing mantis. I believe it was one of those awesome colored peacock mantis shrimp which are smashers.
I would definitely keep them in an acrylic aquarium, regardless, just because I'd hate to find a glass tank shattered.

The cleaner wrasse would probably harass the fish to death, to be honest. And then die itself of either poisoning from the cowfish or straight up malnutrition.
I'd go for the whole "fresh water dip and QT" method. Frankly, it's pretty effective on cowfish.

Probably because they charge so much for anything that they feel the average person wouldn't want to go there to spend the money anyway (being that not everyone here lives in the uber rich Bergen County or somewhere else like that).
