Phosphate reactor with GFO is most common. You could also try lanthanum chloride - some people swear by it, though others are scared of it. Definitely want to read up on that before trying.
Alkalinity is a little low, but probably not the main culprit. But I’d be more concerned about the phosphate. 0.5 is definitely enough to make corals unhappy.
There's a guy who works down at Sea Level that has a whole bunch of parrots. He brings them in sometimes to the store. You might want to check there. I've heard him talking about buying birds from people, plus I figure he knows what he's doing and can provide a good home.

I've heard from some vendors that they always soak their plugs and keep them wet until they're ready to be used. Apparently it retards the algae growth, or so they say. Can't verify that myself.
