The hooks I linked are rated at 20 lbs. It comes with a plastic dry wall anchor, but could be removed, and simply used as a screw. Is it a plaster/lath wall or dry wall?
It would depend on how decorative you want it to be. Here's one method. Or you could mount a piece of lumber to the ceiling, and trim it with some decorative molding, and use what ever attachments you wanted, i.e. cup hooks, eye bolt screws, etc.
