Clarify something for us. You said 3-5 KH. Do you really mean 3-5 meq/l or did you mean dKH? What test kit are you using for alk? What type of digital meter are you using for pH and have you recently calibrated it? If so what solutions did you use to calibrate it with?

You'll probably find that venting the air out of the basement will help with the smell more so then the moisture problem. While a good quality dehumidifier will help with both the smell and of course the moisture.
