Just to try to avoid any contaminants from run off, and other pollution sources that are close to shore(outfall pipes, etc). Even at that distance there's no guarantee's. I'd go farther, but that's about the maximum distance I'll go in my boat. If you're going to collect it, do it on an incoming...

Actually I wouldn't use the API for those either. If your on a budget, I'd get the new Red Sea Reef Foundation Pro Multi Kit. It contains all three, and the refills are really inexpensive. Dr. F&S has free shipping on order over $49.00, so buy some Spectrum pellets and get the free shipping.
Yup, still using them, and I feel confident enough in them that I bought the refills for them too. I intend to check them against each other to see how they compare.
I would recommend the Salifert for all three of those tests, Ca, Mg and Alk. Although you might also consider the new Red Sea Coral Foundation Pro kit as well. I did a cost/accuracy comparison here:

I use two gallons of top off a day. I just pour it in. I refill my container with RO/DI water and add two tsp. of Kalk, shake it, cap it, and use it the next day. I do have an ATO, but only use it when I go away on vacations.
I take mine apart about once a month for cleaning. About every three month's I'll place it in a 5 gal. bucket with water and vinegar (3:1) and let it run for an hour or so.
