I would imagine that the holiday was the larger part of the delay. 4 to 6 of the 10 business days were holiday or near holiday where people were unable to connect with others. Hopefully now that the new year is in full swing you'll see the replacement fans quickly!

It is more than just PO4 contributing to the film on the glass. Silicates, nitrates, other disolved organics. Heavier skimming, silicate removal and ozone will help keep your glass clean. Theoretically UV would help this too (but that's anectdotal).
Of course using 1.4 you have a VERY thin DOF plane and getting focus spot on is going to be critical and difficult. If your camera front or back focuses you're going to have a near impossible time with sharp focus, but even at 2.8 they will focus easier in low light situations than a similar...
Depends on how low the light is. Ideal would be a 1.2 or 1.4 in anything from 24-50 (but those get pricey). If you can bump the ISO it will help a lot as well.
