Im not sure exactly on the frequency of power outages in Lakewood. I would agree with art to look into a generator over battery backups. Battery backups are ok, but for an extended power outage a generator is the best bet.
Any angel is really hit or miss in a reef. Some are model citizens while some are terrors. They normally go after fleshsy lps and clams but some will also go after sps.
If you used new sand it's likely diatoms. They consume silicates (comes in with new sand) and will normally go away once the silicates are consumed. You can try adding some turbo snails some have succes with them and diatoms.
