It should be installed after the membrane right before the di. open the valve to bypass the di for a minute or so when you first turn the unit on. This allows and "tds creep" from getting into the di, extending its life.
I agree with the rest as long as the tank cycles and tests are fine you can add corals. I wouldn't add anemones or SPS until around the 6 month mark as long as everything is doing well.
I don't know of an exact count but it was packed the whole time I was there with people coming in and out. I wouldn't say 150 all at once but I could see it through the day.
