How deep and how old is the sandbed you are considering moving?
The younger and more shallow the better.
If you move a sandbed I would save some water discarded from water changes and give it a real good rinse as well.

Sounds like some good imporvements, but I don't think they justify the amount of the price increase unless the amount of flow reduction has decreased dramatically as well.
They have a good chart for flow losses with the 3/4" model on their site, but I couldn't even find a mention of the 1"...
Either treat the tap water or aerate it for a couple of days.
You can use RO if you replenish some of the missing minerals. Kent makes a product called R/O Right that I have used.
(And will be using again soon as I will soon have a freshwater tank again. Don't tell Phyl!)
I have a Reeftopia Pygmy in my 55 for alnost 2 years. No problems with coral, eats fine, will not eliminate all of your hair algae, however. I have some that grows on my HOB fuge overflow that he never touches.
All in all a great little fish.

How long has the tank been setup?
