You are probably correct about the fish stressing. Especially the species that you would only normally keep one of. Or maybe they would crash into the glass injuring themselves.
Maybe the addition of a check valve on the suction line inside the sump below the water line instead of a ball or gate valve would work better. I don't see how a power loss could make that loose prime. I guess anything is possible.
I have heard that painting the glass reduces par from your lights. Something about not having the air space that you would have if you just taped on a background. This is only something I heard from one of the sponsors/merchants on this site.
I think that method would work but you would have to have a install a valve on the pipe inside of the sump. Close it when you filled the line. Open that valve when the line is full after you cap the y or t (or install another valve on top). It should stay primed.

It gets more stable after time. I have it and at first it gets stirred up easily. After a while that doesn't happen. I am not sure why. I have read that as it gets colonized with bacteria it is not as easily stirred up. I like it myself.

Sounds like some kind of grounding problem. :o You can add a grounding probe to your tank. That should protect you from shock but not correct the problem.
