    +1 on getting new sand. If the tank crashed during Sandy, then who knows what can be in that sand.     Seems like your're going to have to choose between lower evaporation or lower condensation. I know the original goal was to lower evap... but in order to preserve the lifespan of the canopy I'd suggest lowering condensation. Hope the vent works!
