in my apartment we changed our filter once a month (would get a new filter when we dropped off our rent). Agree with Paul that looks like a in take and I think it should have a filter on it but unforunlty my hvan knowledge is like most people's IT knowledge; its there and it works lol
not sure how it will affect anything but could you 'close' the vent? I know in my apartment each of my vents had a switch to close/open them and maybe that could work for you? Not sure if you have other vents in the room nor how it will affect your HVAC system.

Hard to tell in the picture but the power strip isn't under the HOB. There room to the side. Now with salt I had a power strip next to my sump for about 2 years and the salt didn't do anything to it so I'm not too concerned.
