rotifers are not picky - they will eat dead plankton. I forget what I used before but I purchased some phyto/rotifier diet in a bottle form at the local fish store (before lockdown). Otherwise you could buy live phyto online. costs start to add up quick though.

For what it's worth I would tint the rotifer water more. When it gets to that color (in your pic) it means they are eating and need more food.
