For small tubing going into the sump I've used rubber bands and something heavy/save to the tank and rubberbanded the tube to the object. Works like an ancor.
If there happens to be any pipe or other larger hose there you could zip-tie the 2 together.

I don't know about the particular issue you are having BUT have you made sure the Tunze Powerheads you are using are made to work with frequent on/offs. Most Tunze's don't like this kind of "wave maker" and will burn out pretty quickly do this.
