I've had a few 55's over the years, and all have been tempered glass, side, and bottom. So, you might want to check before you try to drill. Here is a method you could use:

I have to assume at this point that I have a bad PS, since it's not powering up at all. I have a green light on the back of the PS, that is lit, but nothing is turning on, i.e. fans, etc.
Although too big for your system, I have a Tunze 9011 that I've been using for a few years. The material of the outer case is on the flimsy side, but there is no denying its good performance. So, I think which ever one will best suit your system, would be a good investment.

I would keep closing the gate valve until the water is close to the top of the cone, then start to open it if the foam is spilling over into the cup too quickly.
Have you checked the depth of the water it's sitting in (5.5"), and adjusted the gate valve to allow enough water to get up toward the cup? Venturi clear, and getting a lot of bubbles? Is it the internal or SSS?
