Depends on your tapwater source. I took your comments to mean a filtration system. But even phosphates in tapwater can be compensated for by keeping a well balanced system.

That is pretty much standard practice to reduce stress.
Make sure you take your time and acclimate the new arrivals to prevent shocking them by a dramtic change in salinity.
