Agreed. In the tank, at or just below the water line. Preferably somewhere easy to get to so that you can clean it out REGULARLY, especially if it will have light cast on it (as then it becomes the perfect place for algae to accumulate.

Welcome to my world. This is exactly how we ended up dripping Kalk through a reactor. Setting the reactor PH to 7.2 sounds a bit high if it is in chamber (I'd think closer to 7.0). You could try slowing the effluent a bit.
We have 2 harlequins and you need to make sure to feed them a chocolate chip starfish. They won't survive on asterinas alone. There isn't enough "meat" there. Ours get 1 CC starfish every 2 weeks or so. You can freeze them so 1/2 a CC and freeze the other 1/2 for 2w while the one you have eats...
If you ran that pipe out of the tank and then up to the top of the water level and then back down under the tank, apart from dealing with potenial water spay, you'd be ok. I'd guess that siphon hole would spray (and potentially clog, as can happen).
