Is the shell segmented? If you are referring to the thing in the center of the picture, it may be a chiton or isopod. A closer pic would really be helpful. If you could take a pic of it in a clear glass of water it would be even better.

Somewhere on the chiller it should give you a minimum/maximum flow rate. Usually on the manufacturers tag. Unfortunately Aquatronics is no longer in business. For other chillers of that size the min/max flow rate is in the 750/1300 gph range.

I believe that is the one that Austin (harlequinreef) maintains. I'm not sure if they do public viewings of it or not.

I haven't had any issues with my video card. Not sure if it's the same one that you were looking at though. I thought about downgrading to XP but all the hardware drivers are set for Vista. I guess you could get the XP drivers but I am getting used to Vista now so it's not a big deal to switch.
