Depends on what you have in there and the duration of the temp spike. Certain corals are much more sensitive to it, and it can affect fish. 85 is generally considered the top end of where you want to be, over that and you are getting into trouble.
A fan blowing over your sump or display will drop the temp a few degrees quickly and efficiently. The method is evaporative cooling, so just make sure you have extra ATO water on hand.
You can try and pull him and put him in timeout for a while but that is not a guarantee. Is he physically harming the wrasse or just chasing? Is the wrasse still eating?
