If possible, you might want to start the fixture itself up higher than normal over the tank at first as well. That's a pretty big jump in light reaching the bottom of the tank.
When you make the move to the 90, is it possible to keep the old lights on the new tank at least for a few days or so...
Reach out for Ham. He has one. I've seen it, it's pretty cool. But like Sam said, you have to play with it on some of the lowest settings until you get it right for the critters in your tank. The moon cycles Ham was showing me were awesome, though!
I'm far from an electrician, but if it is blowing a fuse, putting in a larger capacity fuse will just be asking for trouble in my opinion. Each one of those ballasts is wired independantly, so one blowing fuses and not the other is entirely plausible.
