Sounds like a good deal overall. I would use the rocks that he has in the container and ditch any of the rock in the display. You can cook that over some time and add them in at your leasure but I would not setup the tank with the old rock. Under algae can be other problems like bubble algae...
We have moved, resetup, and made over tanks too many times so I know what you are going through. A couple of quick points.

If you are looking for an in tank treatment, go to AO or AF and buy the Dr. Gs medicated food for ich. I don't know if it will work, but it is an option.
The king of the nanos is back! I don't know anybody off the top of my head, besides maybe custom king on MR. The only other one would be advanced acrylics but his customer service and response time is awful.

We have a garbage can in the garage if you want it, we used it to cure rocks in so that has been its purpose. Before that it was a water change barrel so it is good to go.
You need to install a manifold into your plumbing which is essentially a bunch of ball valves in a row. This way you can run each reactor off of a valve and meter the amount of flow going to each reactor. How many valves you have is going to determine which pump you use. I will post a picture...
