I personally would suggest the clown and blenny only. My reasoning is two fold first that would give you 4 fish in a 25G tank so bioload wise your are going to be in a nice spot. Second the flasher wrasse will bit big for the tank with most suggesting a 50+G tank and they do better with...

I run 8 but would say 2 ATI Blue Plus, 1 pure actinic either Giessman or your choice ATI or UVL, 2 UVL Aquasun, 1 ATI Purple. Blue-high par, pure actinic color, daylight growth high par, and nice color cheaper but high quality purple bulb...in same order for reasons.

Looks pretty nice if a 4 bulb fixture is what you need, and for 100 bucks, that is way you pay for a cheap 2 bulb T5 fixture and that one looks like it has some nice features ... timer and whatnot.

I agree with everything that Nikki said and Madreefer is correct, also if you get a decent T5 fixture it will be enough if you have some rock for the Nem to go up closer to the light(it will probably want to be up).

Try running some sort of mechanical filter...floss carbo etc.
