LR prices can vary greatly from where you get it and the quality of the rock. Getting it from a fellow reefer is normally a more cost effective way to go at <$4 a pound.

You should be fine running the Icecap bulbs. I don't have any personnel experience with the bulbs though if you are using them for mainly actinic reasons I would consider running
Blue+
Deepwater or midwater (Deepwater has more blue to it of the two but both will pop colors the actinics miss)...
Icecap's bulbs are made by UVL, but the big difference is that the icecap bulbs are supposed to be beefed up for over driving them with their ballasts.

Depending on your fixture, well individual reflectors, SPS should do well in the top half of the tank. I would look at getting a favia or LPS showpiece myself.
Do you have another bulb you can try firing? I'm leaning towards ballast or wiring. Also, you may want to PM the icecap folks or start a thread in their sponsor section to get their input as well.
The 6" clip on fans work well for that.
Yes. If you are looking to cool the T5 bulbs you'll want either a push-pull setup or to have the fans blow on the bulb ends as opposed to the middle of the bulb. [/grim]
What size tank is this on? What is the overflow rated for? What brand skimmer? Skimmer location?
You could try a stockman standpipe or a gurglebuster setup, but I'd like some more details first please.
