The phoenix bulb is the better of the two imo. The reeflux 12K and Radium 20Ks are other good options. Personally, I lean towards replacing my MH bulbs after 16 months+ and them keep them as backups.
But the important question would be why are you looking to replace the bulbs?
Yes they'll be fine without feeding.
When you're looking for the tube make sure you get one large enough for mysis to fit in. Airline might work as well if you have that available. The reason I recommend the rigid tubing is for deeper tanks a flexible tube can lead to cursing.

If you are going to stick to nanos, the Might Mite with DI is an awesome unit and is $125 shipped. If you are planning on a bigger tank in the not too distant future I would save up for the Typhoon 3 or FilterDirect RO unit because you can't go wrong with either one.
In the mean time...
The reefsnow or other phyto will work. I like cyclopeeze as for general feeding as well. A piece of rigid airline glued to a syringe works great for target feeding mysis shrimp. When target feeding turn off your pumps and when feeding the phyto turn off your skimmer if you have one.

Check out the camping section of stores. There are a ton of options that could work for you there. A jerry can sounds like it would suit you needs being 5 gallons and only 7 inches wide.
