I would venture to guess that there are precious few in this hobby that run an ich free system. In order to do that you'd need to fallow every single invert (corals included) and TREAT (not just quarantine) every single fish. I don't know anyone who goes to such lengths (except for maybe Carlo)...
Carpets get WAY too big for a tank that small... I'd have to advise against that one. It will quickly outgrow your system.
I'd stick to 1-2 BTAs. They'll split plenty if there's enough room, light, food, etc. for them.
Billy was running a G4 before the upgrade. I know he did the mod, but I don't think he was ever happy with the results. He may still have it kicking around and need to get rid of it.
I would do an external overflow, spanning 50-80% of the tank back wall. That leaves the entire "cube" area inside for aquascaping. I'm not a big fan of internal overflows, especially not in a tank that small. I'd probably return over the top of the tank, though holes drilled in the back wouldn't...

Yes, the D3 pricing (Professional Cam) will be close to 5K... but you'd expect that. Heck you could pay 5K for some of the pro lenses (200-400 VR) let alone the body! The D300 (pro-sumer) is slated to be right around the price point the D200 though. That will, of course, put a lot of used 200s...
The D300 will be consumer level priced at about the price point of a D200 and well worth it. Maybe even worth the upgrade (or to keep a second body in the bag)!
