Yes. The basic use for carbon is to clarify some impurities in your water. It helps remove some tiny particles you typically see floating in the water column. It usually makes the water seem more "clear" when using it... especially with a reactor.

I don't know much about the foam but the reason you NEVER shim a tank is because the weight will put too much stress on the shim area. Tanks are made to spread the weight out evenly across all 4 sides. Shimming it would shift most of the weight to that spot and eventually cause the vertical...
Yea, the pipe that's open inside the tank... that should only be about 1/4" below your normal water level. It should be even or above with the plastic trim around the top of your tank so it doesn't drop below the trim.
