If you are on a very tight budget, you might want to reconsider going with a reef tank right away. This is not the type of hobby where you want to cut corners because you are on a budget.
You will be better off waiting until you can afford a good fixture, than wasting money on a cheaper one...

I am looking to invest in a phosphate meter to accurately detect low range phosphate levels. I am hearing more and more that the regualar test kits do not detect low levels.

It looks like some type of sponge or tunicate, either of which is harmless. Whatever it is I don't think it is what caused the Goni to die.
Is it possible that another coral touched it and stung it?? Usually the slime you noticed is a byproduct of the coral dying and not what caused it to die...

Thats a good idea, but I was figuring he had it coming from a faucet where he could just turn up the hot water valve. I guess alot of people have the water coming directly from the water pipe.
I have the same problem in my house, water pressure is only 40 PSI, its very frustrating, as it takes forever to make large batches of RO. The only thing I can suggest is to increase the temp. of the water going through the RO unit, as this will increase your production. Do not make it hot...
FYI, in the last picture it looks like your lemon peel angel has taken a liking to the small brain coral (trachyphyllia) on the bottom. He will probably keep nipping at it until it dies. Sorry.
