That's actually normal. There's a lag time between the ammonia dropping and nitrites being produced. It takes time between the bacteria absorbing the ammonia and the nitrite bi-products that follows. It shouldn't take more than a week.
There are outfits in California that sell live rock that is immediately harvested from Pacific reefs like Indonesia and Fiji and that rock will have the most normally occurring and diverse life from those regions. If you like the look of Gulf rock there are outfits in Florida, like Tampa Bay...
The vast majority of folks I know change it every 30 days. I haven't read what the science is on that - how long it takes to exhaust carbon - it's probably worth looking into. I'm sure the company's that sell it have a spin.
I don't think it matters from a functional point, which means you can't go wrong either way. I'd put it in the config that's most aesthetically pleasing to your eye - if there is a distinction.
I've found that the straight yellow, the straight blue and the blue yellow tails have mostly peaceful personalities in our experience. We haven't kept any of the black and white varieties.
