Question... are you dosing it by just pouring it in the tank, or are you using a long turkey baster to squirt it at the HA? I would think the latter would be the better option.
Also, have you tried to just scrape off any of it first? I would think using a razor blade on the HA on the overflow...
My first question would be why are you trying to get rid of gracilaria? It's a good macro algae to have in your tank. I would think a few tangs would munch on it if you really wanted it gone. Worst case, leave it in the sump/fuge to help with filtration.

Is the tank moving, but not the stand? Or is the stand and tank moving as one?
If the stand and tank move together, then there is either an issue with the way you are shimming it or the stand could be warped.
First off, it's helpful if you provide a location (zip code) so that people know where you are.
Secondly, the Stealth heaters have been recalled. You might have better luck returning it to a store (Petco, etc) that sells them and get a refund.
